Australia Votes 2007: Liberals promise personal income tax cuts

With the election campaign just beginning, Australian Prime Minister John Howard has promised AU$34 billion in personal income tax cuts over the next three years. That is on top of $31.5 billion announced in May, and $36.7 billion announced in 2006.
The new tax cuts are based on new projections for growth in the Australian economy. The Treasury estimates that the economy will expand by 4.25% in the 12 months to June 2008, up from growth of 3.75% predicted in May.
The Government has challenged the Labor opposition to announce their tax policy immediately.
“The biggest, boldest tax plan that we’ve seen in a long time is presented yesterday, it deals with participation, competitiveness, building capacity in the Australian economy, and what does Kevin Rudd say? Nothing,” treasurer Peter Costello said. “He better have an answer today.”
Costello described the government tax policy as “very responsible” and said Rudd was a “Nothing Man” because he has not revealed Labor’s tax policy.
The Shadow Treasurer, Wayne Swan, replied “The only responsible course of action here is to study the detail. We’ve said we’ll put out all our policies well before the election and we’ll do that”.
“But in terms of what the Government’s put forward, we will take our time to study the detail. That’s the only responsible and reasonable thing to do.”
Economists from Access Economics, the ANZ Bank, HSBC and Macquarie Bank noted that the tax cuts will boost demand at a time when the Reserve Bank is trying to slow the economy. The Reserve Bank has been raising interest rates to keep the inflation rate within its target range. Households with substantial mortgages could end up worse off.
Rudd has said the Opposition will reveal its tax policy in its own time – mimicking John Howard’s approach when he was Opposition Leader in 1996.

Open source game developer Perttu Ahola talks about Minetest with Wikinews

Recently, Finnish open-source video game developer Perttu Ahola discussed Minetest, his “longest ever project”, with Wikinews.
Started in October 2010, Minetest was an attempt by Ahola to create a sandbox game similar to Minecraft. Minecraft is a multi-platform commercial game, which was in alpha version when Ahola challenged himself to create something similar to it from scratch, he told Wikinews.
Minetest is an open-source game, which is free for anyone to download and play. It is written in the C++ programming language, and the source code is available on code-hosting site GitHub. According to Ahola, Minetest attempts to run on older hardware, with limited graphics, but to be accessible to more people: those who have outdated technology, and making it available for no cost. Minecraft, on the other hand, is a paid game, currently costing USD 26.95 for its computer version. Minecraft is currently owned by Microsoft, and performs poorly on older hardware.
A correspondent from French Wikinews contacted Perttu Ahola via Internet Relay Chat a few weeks ago, discussing Minecraft. This interview is built on top of the previous interview, as we take a deeper dive into knowing more about this free game which is about to turn ten years old in a few months.

Over 10,000 attend Gallipoli dawn service for ANZAC Day centenary

A crowd of over 10,000 people attended the dawn service on Saturday at Gallipoli, Turkey for the 100th anniversary of the landing of Australian and New Zealand troops there in 1915. The solemn remembrance ceremony was held at the site of the original Gallipoli landings, now known as Anzac Cove.
The Gallipoli Campaign of the First World War is remembered as a failed attack in which thousands of lives were lost for little to no gain for either side. The campaign killed 45,000 Allied and 86,000 Turkish troops.
Attendees at the dawn service included Prince Charles, the Prime Minister of Australia, and the Prime Minister of New Zealand.
Australian Prime Minister Tony Abbott’s speech later in the day emphasised the importance of the day to Australians. “Like every generation since, we are here on Gallipoli because we believe the Anzacs represented Australians at their best. Because they rose to their challenges, we believe it is a little easier for us to rise to ours. Their example helps us to be better than we would otherwise be”, he said.
New Zealand Prime Minister John Key at dawn described Gallipoli as a symbol of the highest ideals of Australians and New Zealanders “especially when they work side by side in the face of adversity”.
Prince Charles stirred emotions by reading extracts from a serviceman’s diary. The diary entry, by Company Quartermaster Sergeant Benjamin Leane, was addressed to his wife and was written hours before the first Gallipoli landing.
The centenary milestone of Anzac Day also drew a Turkish security force of 3700, both police and paramilitary. Attendees entered past six security checkpoints.
A record 120,000 people also attended services at the Australian War Memorial in Canberra to commemorate the centenary.
Saturn moon Enceladus may have salty ocean

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.
Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.
Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.
“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.
The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.
“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.
The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.
“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.
“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.
“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.

In the United States, common use of the term ‘Aromatherapy’ is a bit misleading. The practice has been given a ‘touchy-feely’, ‘soft-science’ status to the general public through mainstream media. With progressive natural health practitioners, and throughout much of the rest of the world, the therapeutic use of essential oils has a more elevated, scientifically-backed status. In the realm of medical aromatherapy, Helichrysum italicum essential oil holds an important place for its broad range of healing actions, which can benefit individuals from many walks of life.
There are many, many species of the Helichrysum plant; it is crucial to find oil distilled from a particular variety for therapeutic use. The most healing essential oil is extracted from the small golden flowers of the Helichrysum italicum species, with the serotinum sub-species being the most highly regarded. Though oils from other Helichrysum species are available, their therapeutic actions are not as dramatic. To make matters more complicated, Helichrysum essential oil is also known as Immortelle and Everlasting check the Latin name to be sure of the oil s source.
Helichrysum italicum is found growing wild around the Mediterranean, where fine grades of the essential oil are distilled. With growth in the oil s popularity, exceptional oils are now being produced in North America as well, with laboratory credentials and brilliant aromas to prove it. As with many other essential oils, it is the care taken in the growing of the plant and use of precise distillation techniques that make an oil therapeutic grade ; where different geographical locations can sometimes produce different chemotypes of essential oils, this does not seem to be the case with Helichrysum. As is also the case with most essential oils, a pleasing, well-rounded, natural aroma is indicative of its healing potency.

So what are the wonderful healing effects of this oil? Helichrysum has a brilliant synergy of naturally active molecular ingredients. It is the only essential oil known to contain regenerative di-ketones , chemicals which signal living tissues to heal themselves. Other oils contain ketone molecules, but these can be harmful in high amounts. Helichrysum oil and its components are totally benign and regarded as completely safe. Helichrysum also contains curcumene molecules recently being studied for their strong anti-inflammatory properties, and spasmolytic esters (muscle and tissue relaxants).
The oil has a great variety of applications due to this broad range of action: The pain-reducing, analgesic, and regenerative effect is unique states Dr. Schnaubelt. Apply regularly to the scar; this formula is even used for smoothing of old keloid scars over a period of six months. For additional support, add 75 drops of Rosehip seed oil to the blend. Helichrysum is used in blends to reduce stretch marks after pregnancy: Use a 3% dilution of Helichrysum oil in Hazelnut with 20% Rosehip seed as the base and apply regularly. During pregnancy, a low dilution blend (1% total essential oils) of Neroli and Cypress in Hazelnut oil is recommended to prevent the marks from occurring. Hemorrhoids may be relieved with 1% Helichrysum and 1% German Chamomile in Sesame oil. Allergic skin reactions and eczema may be calmed with 1% each Helichrysum and Blue Tansy essential oils in Hazelnut oil.
Helichrysum essential oil is indicated for many other conditions, and should be discussed with your healthcare provider to see if it makes sense as an adjunct therapy. The oil may ease symptoms of neuralgia through its regenerative and analgesic properties apply a 3% dilution of the oil in Hazelnut or Jojoba to tingling or painful areas. It may offer support for other physical conditions such as fibromyalgia and arthritis in a similar concentration, with added warming oils may be added for improved. Helichrysum acts as an anti-coagulant, and is supportive of the veins. It is considered effective for reducing tinnitus: a drop is placed on a cotton ball and put in the ear each night for two weeks some recommend simply placing a drop on the pinky and massaging the ear canal. The antispasmodic and decongestive actions help with coughs, colds and asthma. It also can offer great support for stress related exhaustion and headaches.
More esoterically, the oil may be used aroma therapeutically for those with emotional pain, and physical pain or conditions associated with the emotional wounding. It is particularly noted to support release of deeply rooted or stuck emotions such as enduring resentment, suppressed anger, or a persistently bitter or negative attitude. Massage is the most healing of modalities for employing the oil, as healing touch can affect the psyche as much as the body. Use the oil at a low concentration in any common massage base alone or with other soothing essential oils such as Lavender or Chamomile.
So as you can see, Helichrysum is well-suited to a great many individuals concerned with natural health, wellness and fitness. Whether you ve got active children, you re active sports enthusiast or have one in your family, you re healing your skin or improving its appearance, or have other muscular, nerve, joint or vascular conditions, Helichrysum italicum oil may offer welcome healing action. Helichrysum can be applied regularly, as it is a safe essential oil with no contraindications. The oil is still relatively rare, and the flowers only yields a small amount, so the cost may seem a little high – but a little goes a long way. It is only used undiluted in acute situations; otherwise a low dilution is often used.
